Chapter 1044 - 1042: Transient Clouds, Fleeting Dogs

Louvkat, the chief administrator, was losing his temper. He never imagined that in less than two months, the treasury of the City Administrative Office would be completely emptied.

No one told him what it was used for, and he was furiously reprimanding everyone.

The Department of Roads, Court of Guards, Yonder Travel Academy, Scholar Commons, Commerce Chamber representatives, the Thunder Army representative, and even the Roaring Tiger Army leader placed here by His Majesty the King were all criticized by Louvkat.

This administrator nearly directed all his fury at Governor Rostov seated at the head of the council hall.

"If things continue like this, I can’t be this administrator. What will we offer His Majesty this year, and what if a disaster occurs? This is a very serious issue, haven’t any of you considered this?"

The roar echoed through the entire Twin Star Grand Hall, making Louvkat’s rage palpable.

Initially, this administrator believed that Lord Governor was visionary and certainly able to lead them into a new world. Without the opportunity to make grand plans, he was left managing an empty treasury; who could he turn to for justice?

"Administrator, please don’t be upset. Let me tell you, it’s just the start of the year. There’ll always be a way to refill the treasury!" The Yonder Travel Academy representative, now replaced by Perkins, who had secured a position at Yonder Travel Academy through his travels, quickly became Dean Hoffman’s assistant. Now, Dean Hoffman no longer needed to attend the City Administrative Office meetings.

Aevernan, head of the Department of Roads, always felt Louvkat managed the treasury too tightly; the Department of Roads’ steam rail was delayed for a long time due to funding issues.

"Every expense was authorized; did this authorization go through me?" Louvkat’s eyes widened in anger at Aevernan’s claim, as the entire process bypassed him, completely ignoring him!

"Every expenditure of the Thunder Army can be publicized, absolutely no improper spending!" said the Thunder Army representative.

"Our Empire’s Guardian Army expenditures have all been authorized by Lord Governor."

"The Scholar Commons’ expenditures can also be made public!"

"Alright, alright, you’re all transparent, and I’m the only extra one, right!" Louvkat was furious at their righteous appearances!

"Administrator, please don’t say that! How can you be redundant?"

"Am I not redundant? Which of your expenses have been communicated to me, am I still the administrator?" Louvkat looked at Rostov, loudly demanding.

No amount others said would matter, Louvkat ultimately wanted an explanation from Rostov; he couldn’t accept the treasury’s shortfall but needed a reasonable explanation.

That gaze was like a knife at Rostov’s throat, forcing him to react.

Not only Louvkat’s gaze but everyone’s was fixed on Rostov.

Rostov looked around at those present, took a deep breath, and then calmly smiled.

"Ladies and gentlemen, our new council chamber has been established for a month now."

No one expected this to be Rostov’s first sentence. They couldn’t imagine Lord Governor had the mood for such sentiments.

"Thinking back, we’ve certainly traveled a rugged path; now, although everything seems stable, none of us can say for sure if there will be dangers ahead."

Lord Governor’s words quieted the room; after all, while the border was stable, the entire continent was turbulent.

Everyone knew that just a month or two ago, just days after the Welcome the New Festival, the Imperial Capital Xinbal reported a competitive incident between the Alchemy Workshop and Dark Cabinet, both targeting the same entity, the Black Crow.

A renowned intelligence organization in the Kayne Empire being pursued by two major organizations on this continent was truly bewildering. Yet information tends to spread unexpectedly swiftly; soon, everything occurring at Guru Mountain had spread out.

The world was in turmoil; every organization, large or small, began eyeing that power, and Black Crow suddenly became a prime target.

However, surprising was the attitude of the Alchemy Workshop and Dark Cabinet; they genuinely seemed to be in competition.

And those organizations that blocked their way suffered. Either merged or annihilated, numerous organizations vanished within a month, while the Alchemy Workshop and Dark Cabinet developed into a new scene in such a short time.

As for Black Crow, its power diminished considerably, but the leader Williem showed no activity.

Gaining power, Black Crow remained the quietest organization on the continent...

Luona experienced an extraordinary period too.

Those middle and small organizations, seeing no hope in confronting Black Crow directly, turned their focus to another place, to Guru Mountain.

Guru Mountain, within Luona’s domain, naturally made Luona’s political scene bustling for a while.

"The Roaring Tiger Army’s expenses have always been fixed; it’s what we promised His Majesty. Without the Roaring Tiger Army, we couldn’t repel the Mantai and Vero people’s attacks." Rostov continued, finally addressing the treasury expenditure issue.

"As for other additional expenses, there’s no need to elaborate; they were all urgent matters. Just handling those organizations with ulterior motives cost the administration a significant amount of gold coins. The Thunder Army, Wizard Alliance, Scholar Commons, and Yonder Travel Academy all contributed manpower and effort. Although unable to completely fend off those organizations, at least the citizens under the City Administrative Office enjoyed a stable festival!" Rostov spoke firmly, which made Louvkat’s face flush red and then pale, clearly not expecting this.
