An evil ghost in the Underworld can only consume other souls, with limited growth and little harm, but upon reaching the Mortal World, surrounded by human blood food, it could feast freely, potentially transforming into a Fierce Ghost or even a Ghost General, and if unchecked, could even become a Ghost King.
